Abstract
A tanulmány a Jog és Igazságosság Párt (PiS) által vezetett egyesült jobboldal kormányainak oktatáspolitikáját elemzi a 2015 és 2023 közötti időszakban. Az elemzés középpontjában azok a közpolitikai mechanizmusok állnak, amelyek segítségével a lengyel konzervatív illiberális párt oktatáspolitikai beavatkozásokká konvertálja ideológiai céljait. Ennek érdekében a CEU Demokrácia Intézete által lebonyolított két korábbi nemzetközi összehasonlító kutatás eredményei alapján a tanulmány európai összehasonlításban elemzi a lengyel illiberális politikai párt oktatáspolitikai narratíváit, valamint az e pártok által alakított kormányok oktatáspolitikai napirendjeit. A tanulmány foglalkozik a lengyel illiberális oktatáspolitika kormányzati kontextusával, ideológiai-politikai keretezésével, valamint az időszak oktatáspolitikai gyakorlatának a lengyel közoktatás teljesítményére gyakorolt hatásaival. A tanulmány végső konklúziója az, hogy bár a PiS és a Fidesz ideológiai irányultsága és az ezen alapuló oktatáspolitikai narratíváik rengeteg hasonlóságot mutatnak, a PiS lényegesen kisebb politikai és alkotmányos mozgástere miatt ideológiai céljainak oktatáspolitikákká formálása sokkal kevésbé volt sikeres. The study provides an analysis of the educational policies of the governments of
the PiS led conservative coalition between 2015 and 2023. The analysis focuses
on the public policy mechanisms which allow the Polish conservative illiberal
party to convert its ideological goals into concrete educational policy
interventions. To this end, based on the results of two comparative research
projects of CEU Democracy Institute the study outlines the educational policy
narratives of the Polish conservative illiberal party in a wider European
comparison. It is followed by an analysis of the composition of the educational
policy agenda of PiS throughout the period. The study addresses the problems in
relation to the governance context of the illiberal educational policy in Poland
and to the ideological framing of educational policy, as well as to the actual
impact of educational policy interventions on the performance of the Polish
education system. The conclusion of the study is that despite the many
similarities between the ideological alignment and the following educational
policy narratives of PiS and Fidesz, due to the more limited political and
constitutional latitude PiS was much less successful in transforming ideological
goals to educational policy measures.
